Learner's Licence: How to Apply Online

Check Eligibility

Age requirements: Gearless two-wheelers (scooter/moped): 16 years (with parental consent). Motorcycles with gear: 18 years. Cars, light motor vehicles: 18 years. Commercial vehicles: 20 years + LMV licence. Medical fitness: Good eyesight (can wear glasses), no epilepsy/serious disorders. You should not be addicted to drugs/alcohol.

Apply Online at Parivahan Portal

Go to parivahan.gov.in → Sarathi. Select your state. Click "Learner Licence" → "Apply Online". Fill Form 1 (Application for LL): Personal details, vehicle class (LMV/MC/etc.), Aadhaar-linked details. Upload: Photo, signature, age proof, address proof. Pay fee online (₹150–₹200 approx.). Select test slot at nearest RTO/ARTO.

Take the Learner Licence Test

Visit RTO on appointed slot. Carry: Application reference number, original documents (Aadhaar, age proof), 2 passport photos. Test: Computer-based MCQ test, 15 questions on road signs, traffic rules, driving regulations. Minimum passing score: 9 out of 15 (60%). Test duration: 20 minutes. Re-attempt allowed if failed (after 7 days).

Receive Learner Licence

On passing: Learner Licence (LL) issued immediately (or within 1–2 days). LL is valid for 6 months. Display red "L" on the vehicle while learning. Drive only with a licensed driver in the front seat. Cannot drive on expressways. Must apply for Permanent Licence within 30 days to 6 months after LL issue.

  • Passport size photographs (2)
  • Signature on white paper
  • Form 1 (Application for Learner Licence)
  • Form 1A (Medical Certificate — for commercial vehicles)
  • Parental consent for 16-year applicants

Can I drive alone on a Learner Licence?

No. A person with a Learner Licence must always be accompanied by a person with a valid driving licence in the front seat. You must display a red "L" on the vehicle. Driving alone on LL can result in a fine of ₹500–₹1,500 under MV Act and your LL can be cancelled.
