Step-by-step Process
Wait the Mandatory Period After LL
You must wait at least 30 days after getting your Learner Licence before applying for Permanent DL. Maximum: You must apply before your LL expires (within 6 months). During this time, practice driving regularly with a licensed driver. If you miss the 6-month window, you must retake LL process.
Apply Online at Sarathi Portal
Visit sarathi.parivahan.gov.in. Select state → "Apply for DL" → "New DL". Fill Form 4 (Application for DL). Enter LL number. Upload: Passport photo, signature, address proof. Pay fees online: ₹200–₹400 approx. Book driving test slot at your RTO. Some states allow driving test at empanelled driving training schools.
Appear for Driving Test at RTO
Bring: LL original, application printout, ID proof, fee receipt. Driving test evaluates: Vehicle control, gear changing, turning, parking, road sense, traffic signal observance. Test done on RTO track or public road depending on state. Failure: Can re-attempt after 7 days. Some RTOs now use automated driving test tracks (Delhi, Pune, Bengaluru).
Receive DL Card
On test pass: Application moves to DL printing stage. DL card sent by speed post to registered address within 7–30 days. Track on Sarathi portal using application number. DL validity: LMV and bike: 20 years or till age 50 (whichever earlier); after 50: renewed every 5 years. Transport vehicle DL: Valid for 3 years, requires renewal.

What if my DL is not received within 30 days?
Track your DL status on Sarathi portal (sarathi.parivahan.gov.in) using your application number. If dispatched but not received, contact speed post tracking. If not dispatched, contact your RTO. You can also download a digital DL from DigiLocker or mParivahan app which is legally valid and equivalent to physical DL.
